Section 8 Housing Choice Voucher Program (HCV)

HRA administers the federal Section 8 Housing Choice Voucher Program. This program provides financial assistance to eligible families to help them find decent, safe and sanitary housing. Participants with a voucher are free to find private housing anywhere provided that it meets the requirements of the program.


Eligibility for the HCV program is determined by annual gross family income and family size. During the application process, HRA will collect information concerning income, assets and family composition. All of this information will be verified with a third party such as a bank or other local agencies and will be used to determine eligibility and the amount of assistance the family qualifies for.

How do I apply? 

HRA participates in the Centralized Section 8 waiting list as of February 1, 2017. HRA will begin accepting applications for the Centralized Section 8 Waiting List beginning on February 1, 2017. Applications can also be completed online at

Housing Choice Voucher Family Self-Sufficiency Program

The Family Self-Sufficiency Program is a voluntary option for households with Housing Choice Vouchers. It helps families secure employment and work toward financial self-sufficiency. HRA partners with The Greenfield Housing Authority to administer this program.

How does it work?

We work with families to develop goals for self-sufficiency and provide support by coordinating the resources available to ensure those goals are met. Typically, families spend five years working toward graduation from the FSS program.

Beyond the satisfaction that comes with becoming self-sufficient, participants are rewarded for increasing their earned income. Normally, when a household with a Housing Choice Voucher has an increase in income, they are required to pay more in rent. Families that participate in the FSS program are permitted to save increases in income in an interest-bearing escrow account established by the housing authority. As rent increases, a matching contribution is deposited into the family’s escrow account. The money is paid to the family upon successful completion of the program.

Massachusetts Rental Voucher Program (MRVP)

NOTE: The Massachusetts Rental Voucher Program waiting list is currently closed.

HRA administers a very small number of Massachusetts Rental Vouchers. The program offers housing subsidies to income-eligible families. Due to restricted funding for the program and the low number of subsidies available, the waiting list for MRVP assistance is currently closed and applications are not being accepted at this time.
